The Win City is Thang Loi Group's flagship master plan at the West-Saigon gateway. In November 2025 the developer signed a master-distribution agreement — including a dedicated apartment fund for overseas investors — with Vietnam Homes, opening the project to international buyers.
Foreign individuals and entities may own residential property in Vietnam under the Housing Law 2023. The Win City participates in the foreign-ownership quota for eligible towers.
The buyer signs an official SPA directly with the developer, Thang Loi Group. It is registered with the Long An authorities and forms the legal basis of ownership.
Foreign individuals hold the unit under a 50-year leasehold (Housing Law 2023), automatically renewable, within the project's foreign-ownership quota of up to 30% per tower.
While quota remains, the home can be freely resold to another foreign buyer, leased to any individual or company in Vietnam, or held as a long-term investment with the full protections of the SPA.
When the unit is resold to a Vietnamese national, the title converts from a 50-year leasehold to permanent (freehold) perpetual ownership — the same status every Vietnamese homeowner holds.
